At some point, Downers Grove raised the grade level for new construction.  The plant was at the new elevation, but the houses across the street were not.  Whenever there was a big rain the houses would flood.

There was a neighbor who really hated the plant and blamed it for his flooding.  One day after a particularly bad rain, he came across the street and threw mud balls at the windows of the cafeteria.  Then he was down on his knees, raging and shaking his fists at the plant.
